Do you want to live in a community where they can and will ride by your house and send you letters if your garbage can is out too long, you leave mats in the driveway too long, weeds are in your yard, grass need cutting and then fine you if you do not comply?  The list is growing and even if you want to micro-manage your neighbor, there will be something on that list that will affect you sooner or later.
